dim-00014 cannot open the windows nt service control manager access is denied

Environment:

Windows Server 2008 R2

Oracle Standard Edition One 11.2.0.1

Issue :

When trying to create a database using DBCA, we get the following error and DBCA stops consequently.

Solution:

Launch “dbca” from “cmd” prompt which is launched as administrator.

Right click on and run as administrator. And then lauch DBCA.
